On March 4, 2025, Myanmar and Russia signed an intergovernmental agreement in Moscow to cooperate on the construction of a Small Modular Reactor (SMR).
The agreement was signed during the state visit of Myanmar's leadership to Russia, in the presence of Russian President Vladimir Putin and Myanmar's Senior General Min Aung Hlaing, Chairman of the State Administration Council and Prime Minister of Myanmar.
The signing was carried out by Alexey Likhachev, Director General of Rosatom State Corporation, and Dr. Myo Thein Kyaw, Union Minister of Science and Technology of Myanmar.
This agreement outlines the terms and primary areas of collaboration for the 110 MW SMR project, with potential future expansion up to 330 MW.
The collaboration builds on a prior 2023 agreement between the two countries on the peaceful use of atomic energy, marking a significant step in their nuclear energy partnership.
In addition to nuclear energy cooperation, Rosatom is also working with Myanmar on renewable energy projects, including the development of a 200 MW wind power plant.
