Russia, IAEA hold consultations in Kaliningrad on nuclear safety at Zaporozhskaya plant

A fresh round of interagency consultations between the Russian Federation and the International Atomic Energy Agency (IAEA) was held recently in Kaliningrad, with discussions primarily focused on the safety and security of Ukraine’s Zaporozhskaya Nuclear Power Plant (ZNPP).

The meeting was led by IAEA Director General Rafael Grossi and Rosatom Director General Alexey Likhachev, representing the Russian side. Likhachev briefed the delegation on ongoing preparations to restart the ZNPP and resume operations in power generation mode.

Key topics included ensuring the nuclear safety of the plant, which has reportedly come under repeated attacks by Ukrainian forces. The sides also addressed the regular rotation of IAEA experts stationed at the site.

The Russian delegation stressed that ensuring the safety of IAEA personnel and relevant agency representatives during such rotations remains a top priority.

Grossi shared his assessment of the current situation at the ZNPP and outlined his recent international engagements related to the plant.

The Russian delegation also included high-ranking officials such as Alexander Trembitskiy, Head of Rostechnadzor; Mikhail Ulyanov, Russia’s Permanent Representative to International Organizations in Vienna; Mikhail Kondratenkov, Deputy Director of the Foreign Ministry’s Department for Nonproliferation and Arms Control; Lieutenant General Alexey Rtischev, Chief of Radiation, Chemical, and Biological Protection Troops; and Vladimir Mashevskiy, Head of Security for the Federal National Guard Troops Service.

In addition to the ZNPP issue, both sides discussed other aspects of Russia–IAEA cooperation. The consultations were described as open and constructive, with both parties reaffirming their commitment to continued dialogue.
