Bangladesh police, journalists launch joint UNESCO program on press freedom, public order
Police officials and journalists from across Bangladesh have begun a joint training program aimed at strengthening cooperation between law enforcement and the media while promoting freedom of expression and public order.
The three-day workshop, organized by UNESCO under the UN Electoral Assistance Project BALLOT in partnership with Bangladesh Police Headquarters, opened in Dhaka on Tuesday with the participation of 27 police officials and 16 journalists.
The program seeks to improve professional engagement between law enforcement agencies and media professionals, with a focus on journalist safety, freedom of expression, access to information and public order management.
Speaking at the opening session, Additional Inspector General of Police Khandokar Rafiqul Islam said freedom of expression and public order are both essential pillars of a democratic society.
“The challenge is to ensure that these objectives reinforce rather than contradict each other,” he said, stressing that police and the media play distinct but complementary roles in maintaining a stable and prosperous society.
UNESCO Representative to Bangladesh Susan Vize said strong institutions and a vibrant media environment should function as partners rather than adversaries.
“This workshop provides an opportunity for police and media professionals to strengthen communication, build trust and work together more effectively,” she said.
The first day focused on international standards relating to freedom of expression, journalist protection and police-media relations. Journalists will join police officials on the second day for discussions on communication challenges, crisis reporting, information integrity and social media engagement.
The final day will feature scenario-based exercises examining how law enforcement and journalists can balance public safety and freedom of expression during sensitive situations.
Organizers said the workshop is expected to generate practical recommendations for improving police-media relations and enhancing journalist safety in Bangladesh.
